How many title defenses did he have after winning the belt and did he actually wrestle in those matches and get in some offensive maneuvers ?

I think his only successful title defense was against Tank Abbott. And then he lost it in the Triple Cage Match at Western Union's Slamboree.
He did The Worm, if I am not mistaken

Russo wanted to put the belt on Tank Abbot but the higher ups said no so they put it on Arquette instead ?

No. Russo wanted to put the belt on Tank at Souled Out, 4 months earlier.
What happened was Bret Hart was the WCW Champion and he wasn't gonna be able to wrestle. So they stripped him of the belt and the plan was to do a Royal Rumble with Sid being one of the early entrants and then being exhausted by the time Tank Abbott, Number 30, came out and Tank would easily throw him out. That's when WCW officials changed it to Sid vs Benoit with Benoit winning.

Yes Arquette beat Tank when DDP ran in and hit Tank with the Diamond Cutter.
