WCW early to mid 90's (before Hogan joined) seemed to draw less than 10,000 people per PPV. Seems small.

Only one I can think of is WCW Slamboree 2000. I'm pretty sure all the seats in the top levels are empty also one entire side of the arena is empty except for the floor seats. Turned out to be a decent show though, better than a lot of their PPV's from that time.

As far as small attendance for a big PPV event, Superclash 3 drew about 1,500

I went to a WCW Thunder once during the dying days, and there must've been only 800-900 people there, if that much. It was a smaller arena to begin with and they had everyone on one side of the buidling so the arena would look full on TV. Only the floor was full on the side with the cameras and there was no one in the balconies.

I went to a WCW house show at Bryce Jordan Center in like early 2000 I think (it was during the nWo silver with Bret still in it as he ME'ed against Sid).
Despite pretty good publicity, they didn't even sell out the front four rows ringside. I have no idea how many people that was, but it had to be god awful. They ended up letting in college kid's into the lower tier for free.
Everry WWE show in that time frame sold out from '98 to '01 (when I went) They did a Thunder in '98 (I didn't go to sadly) that my friends said wasn't a sell out but was way better attendance wise as the lower tier was full and some of the upper.
Granted, this was State College PA, which falls into McMahon's "Triangle" but still. They had to lose a ton of cash and it was embarrassing they couldn't even get many college kids in there, even after they announced free tickets. I mean it was winter, college was in and there wasn't any snow on the roads.
...Wiki says it seats 15,261. They might've sold 261 tickets.

I guess the smallest crowd I'd been to was 1,000 at a WWF house show in July of 92, but that is misleading because that was as much as the hall could hold.

UWF's Beach Brawl pay-per-view in 1991 drew a pathetic 550 fans and a buyrate of 0.1.
It featured a main event which went just seven minutes; elsewhere on the card, a time-warp as Bob Backlund beat Ivan Koloff in less than three minutes.

I went to a WWE show this year with only 250 people total in attendence. I mean the place only seats 250, but it was a surreal environment.
I dont think Ive ever been to any wrestling event PPV or house show that wasnt nearly sold out.

I remember some of the Raws during the WWF's crises days in 1995 and early 1996 seemed to be in gyms or very small arenas that only sat 1500-2000

Here's what i've got
Smallest crowd as far as all of the WWE shows i've been to was in October of 2003 theat had a crowd of less the 2.000 people in Portland Maine and it was a Sunday Afternoon show as well.
As for Indy shows i've been to local shows that have drawn between 20-25 people and it's the most depressing thing ever.

It was amazing to watch wcw's Nitros and thunders from the late 2000 tour of Australia compared to the arenas they played in the states a week before and after. They had to have put every bit of 15,000 in Melborne but probabily had less than a quarter of that the next week.

XPW had some seriously poor paid attendances, but then given the quality of their product, that isn't shocking. They pulled people in off the street, and even most of them left before the end of the show. Most of their main events had the arena lights down totally except for over the ring so as to not show up the big empty gaps.
1PW in the UK over reached themselves with some WAAAAY too big venues too.
TNA apparently only had 850 paid for their latest PPV too, which having watched the first 40 minutes of, I can totally appreciate.

If we're going for local attendances I've been in an audience of 15- which is still nearly double the amount that notorious Blackpool fed OPWO pulled to one of their shows.
Obviously AWA had an entire run of empty arena shows- which was allegedly because nobody was going to their shows.

WWF Raw in '95
The double taping which featured the lead in and match between Shatner vs. Lawler and the Wippleman vs. Fink tux match.
the Summit only held around 14,000 for wrestling and the had half the arena tarped off.
