Other.....Clayface was always my favorite Batman villian Same here. I'm not a Batman fan, and most of his villains don't interest me in the slightest, but Clayface always seemed cool to me.

Scarecrow, especially this version, just look at the guy. The version in Judgement in Gotham was also quite a sight.

Mr. Freeze, for sentimental reasons.
I first discovered Batman at the age of six or seven watching reruns of the Adam West show. The first episode I watched was the one where Mr. Freeze tried to freeze Batman and Robin in giant snowcones. Now, to a child, this is was some heavy-duty crap going down and I was hooked for life.
Then, one of the first episodes of Batman: The Animated Series was "Heart Of Ice," finally justifying my fandom of Freeze.
Needless to say, Batman & Robin made me feel like a fool.

Catwoman. I know it's odd to pick her over Joker or Twoface, but I think he has an even more complicated relationship with her than he does with either of them.

Plus, that character could be written as either a (likeable) villain, or an anti-hero. You can flip it either way.

The Two-Face character is one of the few characters in any and all media I identify with. He's so flawed, so split, so tragic. And this may be controversial, but Richard Moll>Aaron Eckhart>Billy Dee Williams>Tommy Lee Jones (who could have done something interesting, admittedly).

Well I can understand that.
Ledger was a terrific Joker. Just awesome.
But I still think the best Joker "interpretation" belongs to Mark Hamill. God knows how hard it is to be simultaneously very funny, charismatically charming, damn creepy, and outright ruthless psychopath. Yet Hamill did it.

I voted for the Joker since it seems that every movie or cartoon that he's in with Batman, you are almost guarenteed to be entertained.
However, I find Penguin to be one of Batman's more interesting villains. Unlike so many of his other foes, Penguin is NOT insane and in fact has never spent time in Arkham Asylum. I like that...there's just something totally different about Penguin as opposed to the rest of the Bat-Rogues.
In recent years I've started to hate Catwoman. I guess I grew up with the Adam West show and see her as a villain despite that she's been an anti-hero for years and years now. I find her more interesting when she's evil anyway. A lot of these "mercenary/anti-hero" characters like Catwoman, Venom, or Deadpool are really kinda boring when there are "good" guys. Deadpool is sort of in-between and Venom is evil again...but I'm not sure Catwoman can ever go that route again, sadly.

Easily Two-Face. I've always felt as if he really deserves to be Batman's arch-nemesis moreso than the Joker, just due to Harvey Dent's past with Batman. There is so much tragedy in the story of Harvey Dent and Batman that it's a bit of a shame that he's never been the top villain.
I can understand why Joker is the top Bat-villain, but at the same time I think Two-Face should be more highly regarded.

Also, you could argue that of the most-known and popular Batman baddies, he's the only true gangster in the term sense. Remember No Man's Land? He works better when being a true criminal and not some stupid stunt of the week like everyone else seems to do. When not a mutant monster but just a fat guy with a bird-fetish, he's more down to Earth compared to the rest of the Gallery. Maybe consider also how of the Rogue's Gallery, he's a real snob. Fancies himself better than everyone else, can't over his lost family fortune problem. How many times did he run for Mayor in the comics anyway? I remember that one episode of The Batman where he gets an idea for a bank robbery from a movie. At least he's honest about where he gets his ideas from.
