Who are some wrestlers that were always pushed consistently pretty much their whole careers?
I think Edge is one. I can't recall a time where he was just kind of floundering doing nothing. From the initial singles push to the Brood to E&C to the face turn, then after the injury and then Rated R Superstar.
Who else?

Pushed so heavily from day one that people consider him losing his title feud with HHH a burial.

Rey Mysterio. There was never a time (at least in WWE) where he was just being forgot about. Even when he was in the cruiserweight division, he was basically made out to be far above all the rest of them.

Kofi has been pretty consistently pushed; somewhat of a slow build but pretty consistent. Pushed well on ECW, title's on RAW, constant successful defences, now he's beating up Randy Orton and picking up wins over him.
Also, a weird one, but Ashley was pretty much always being pushed for some reason. She debuted on RAW and got a push, constantly picked up wins, went over to SD! and got pushed, constantly picked up wins, left to do Survivor, came back and got pushed on RAW, left for unexplained reasons, came back and got a Wrestlemania match. It was only at the end she kinda fizzled out when she was the one who got pinned during one of the multi-diva tag matches on PPV.

Oh, also CM Punk. Even when people were complaining he was supposedly being forgotten about, he was getting TV time, winning the majority of his matches [as a face] and winning MITB or titles.

Mr. Kennedy: Initially pushed in 2005, returned to feud with Batista, feud with Undertaker, won the US title, got a title match at RR, got an ECW title shot at NWO, MITB, was suppose to be Vince's son, got his own movie, feud with HBK, feud with Flair, eliminated Taker at RR, MITB again, feud with Regal and Burchill, and before injury was suppose to feud with Shelton over the US title.
Jeff Hardy: I don't think he ever floundered.
Jack Swagger: Initial push, beat Dreamer in a feud, won the ECW title, beat Finlay, beat Christian, then went to RAW to feud with MVP, made an undefeated streak promise, and now he's feuding with Miz.

It wasn't just the one loss at Unforgiven, it was the whole feud. Triple H made it very clear that he's the one who created Orton and Orton was not in Triple H's league - and then he beats him. It totally killed Orton's heat and credibility. Then, Orton somehow is able to re-establish himself and finally faces Triple H in a rematch at the Royal Rumble and loses again. There really is no excuse for that. Not all the blame goes to Triple H, as it wasn't a very wise move to turn Orton face in the first place. At least not in the way they did. He had been an obnoxious jerk for a long time, beating everybody down and telling us he was better than us and now he gets kicked out of Evolution. Are we supposed to feel sorry for the little brat? No. They should have had Orton decide to LEAVE Evolution by delievering an RKO to Triple H. It would have made a world of difference. That way, the audience might have fealt sorry for him for getting screwed out of the title at Unforgiven and get behind him on his quest to regain it. But they decided to say scrap that, let's go with Batista.
