How come he debuted in August and not closer to Y2K itself? The last Smackdown! (if he debuted on that instead) show for 1999 was December 30th, which would have made more sense.
Still, the debut was better than the return. Especially considering spoilers and dirtsheets were pretty much non-existent so it wasn't pre-anticipated.

His debut, by a mile.
I still annoy myself terribly by the fact that they cut away to a crowdshot or something JUST as jericho turned around while doing the "y2j pose" during is return.

Jericho had, quite possibly, the best debut in wrestling history. The pop his name on the Titantron got was surreal. It's one of those wrestling moments I can watch over and over again.
His return was really good too, but suffered from quite a few technical problems. Jericho's just one of those guys who can really get it done.

His debut puts all others, apart from Kane's, to shame.
I just about knew who he was, from watching a couple of Nitros, but didn't know he was going to the WWF, as I was pretty much just a casual viewer. But that debut put him across as a big star, right out of the gate.

Debut, because it was the first time I saw wrestling. Saw The Rock cutting a promo, Jericho's debut and I was hooked instantly.

I don't know the real answer, but it was a good idea nonetheless.

I get goosebumps every single time i watch Chris Jerichos debut. Moments like that make me wish I was older so i could have experienced the Monday Night Wars or Attitude era, I think i was either 5 or 6 when this happened.

The biggest reason the return sucked in comparison was the fact that the crowd knew it was Jericho for literally a minute and a half before he actually showed up. His debut, it was one second between when the fans knew it was him and when he showed up. That minute and a half is a LONG time to keep a crowd hot.

I say again, his WWF debut is the highlight of the man's entire career, and I include his being the very first WWF unified/undisputed champion in that reckoning. Nothing else comes close.

I have to say...there were two HUGE problems I had with his return.
1. The vignettes went on WAAAYYYY too long in my opinion (I also had the same problem with Project 161/Age of the Fall in ROH). Everyone who wasn't living under a rock had figured out it was Jericho, so when he FINALLY returned, I though it took some wind out of the sails.
2. The vignettes started before Orton won the title, so for Jericho's comeback promo to be all about "I'm saving WWE from having Orton as champion" was a little nonsensical to me.
So I'll go with the DEBUT!

Just to add on to that second statement. I was really hoping that the whole "save us" thing would be kind of along the lines of 'save us from PG-era, sports-entertainment' and not 'save us from one particular heel'. Maybe I'm just a hopeless 'worked shoot' mark. Haha.
