Randy's BOOM!HEADSHOT! sell of the superkick simply crushes everything else.
Cena's second, but not by miles. And Triple H's flop straight onto his back never worked for me.

Not to hijack, but I'd like to add the worst sell of SCM. I remember Brock Lesnar selling it as if it knocked him over the top rope during the build up to Summerslam 2002.
Another awful seller part of the time was Flair who used to basically catch the foot with his hand.
As to your question. Orton makes it look really good as does Jericho.

I also want to give some love to Shelton for the best SCM ever. One of the coolest finishes to a match in my opinion.
