Alright, let's say that you could've shot one of these guys up the card like they've been trying to do with Sheamus as of late. Now, out of all the guys who haven't really had much main event exposure, ECW excluded, who would you have given the shot to and why?

If I had to give it to someone other than Sheamus, I'd pick Swagger. He's big enough to be seen as a bully type character like Sheamus is and he has a lot of talent as well.
I wouldn't have Kofi or Miz get it because I like the slower builds that they're getting and Christian can really jump right into the ME scene once he leaves ECW. I don't really think any of the other guys would be ready for the ME yet.

Whoever picked Hornswoggle must be ashamed of themselves. He should not have even been an option. ...why in the hell would Hornswaggle even need a push? He never loses and he's on the show more than the WWE champion.

MVP, I love heel turns, Seeing him turn on Cena, and throwing him threw a table would have been great. MVP was a great heel and would look great with that bling WWE championship.

At the start of the Jesse Ventura episode, the fantasy booking scenario that popped into my mind was Morrison winning the title shot and getting a TLC (or ladder, or whatever) match against Cena, with Miz butting around the fringes of the angle for the next few weeks insisting that he should be in Morrison's place, 'cause he beat JoMo at the last two PPVs.
This could possibly lead to the match being changed to a triple threat between the three of them; either way, Cena retains, Morrison nearly wins but is thwarted thanks to interference on Miz's part, and the show ends with a grudging handshake between Morrison and Cena.
From there, you've got both Dirt Sheet members built another step closer to being credible main eventers, and have done so without requiring anyone established to job to either of them.
Of course, I never even suspected WWE would have the balls to take the title off Cena and put it on a new guy at TLC, and I commend them for that. Even if it's "too soon" (and by conventional wisdom, it certainly is), I'd still rather see WWE take risks with their booking and do something unexpected than see them play it safe and keep Cena vs. Orton vs. Triple H going ad infinitum.
(And even though I haven't mentioned him here yet, I voted for R-Truth in the poll. Because I think he's a spectacular performer and genuinely could work as one of WWE's top babyfaces if they got behind him.)

I voted Zeke, since he looks more like a totally dominant moster than Sheamus does and he could make it work.
Swagger would also have been a good choice.

Since Sheamus is getting the heel version of the superpush, you can only pick those who could have been in position to utilize it well. Christian, Kofi, Morrison, and R-Truth too over as faces to use it appropriately. Knox, Ryder, and Archer would need a few more months straight of proper build up. Many of the others have sadly reached their peaks and couldn't get higher on the card no matter how you push them (like Benjamin).
That leaves the following that could have used this push properly: Kozlov (though he is still too green, TBH), Jackson (also very green), Henry (though the fans seem to really want a serious face push for him), MVP (whose face run has run out of steam), Swagger, and The Miz. Honestly, this push would have been better used on any of the last 3 I listed, though Miz is the closest thing to a complete heel package out of all of the options.

If you mean super push, then I'd say Zeke or Vance. Just give these guys 2 more months of "build up" which consist of "running through the young upstarts on ECW", retiring a jobber who no one gives a crap about, beat up an announcer, and beat up Finlay. Seriously, copy and paste Zeke or Vance in place of Sheamus's name, they could have done the exact same things and gotten the exact same reaction Sheamus is getting now.
Hell, Zeke can still get the "he's foreign" boos Sheamus gets.
