Okay, let's all try to clear something up. What in all of your opinions is the best and worst Raws of all time? And depending on how you want to put it, "best" may translate to your "favorite" or just overall perfection.
I have no idea what constitutes a perfect show (or I don't want to seem like a nitpicker who pays attention to every little detail), so I'm sticking to my favorites. Those would either have to be the Goldrush Tournament episode, the one the night after No Way Out 2003 in which The Rock returned as a heal, or maybe one of the episodes following Wrestlemania XX when Benoit was champion (geez, even the one opening with La Resistance winning the tag titles in Quebec was awesome).
So what do you all say?

The Raw where Foley won the WWE Championship (The first of 99?) was the best I can think of. The entire show was really good and usually led to something else later in the night.
Some of the ones in 99 between Over The Edge and KOTR were good that I remember.

Worst Raw in recent memory was after NYR 05' when HHH won the vacant title and did the same 20 minute speech for the 900th time.

Almost any Raw in the Attitude era totally ruled.
Raws usually suck when they have stupid handicapped matches or men vs. women or wrestler vs. announcer matches for the main event

I'd say that out of 52 RAWs a year, about six of them are highly entertaining from start to finish.
I can't pick out any particular ones, but they do exist.

One other thing to mention, IMHO, if a show is so bad, it's almost likely I would have stopped paying attention at some point and not even finished watching it. Therefore, it is something that I would probably not even remember watching.
So there may be some cases in which we may not even know what the worst Raw of all time is.

I actually miss early one hour Raw that was basically a snazzier version of Superstars.

best Raws IMO were during the Commisioner Foley era. right after the McMahon-Helmsley era which was refreshing for everyone. would of been better if not for my most hated stable of all time, the RTC
worst Raws, 2 immediately come to mind (plus the obligatory Katie Vick mention). when Scott Steiner first came in and was put into the main event spotlight opposite HHH; those Raws were awful. I got tired quick of nothing but "Pose-Down Challenges" and stuff. the other Raw that comes to mind is the second Raw Roulette episode (not the TLC 4, start of Katie Vick). the Lita/Victoria steel cage match was great, but the show fizzled so much after that. tonights Raw came close to being mentioned, especially with the first hour alone

I'd say that tonight's Raw was easily one of the worst EVER. Total boredom from start to finish. No joke - after Cena's appearance, I thought that I had, at most, fifteen minutes of show left - then looked at the clock and it was only nine. Keee-rap.

Best Raws
Rock, This is Your Life
Rock vs Jericho for the WCW Title(25 minutes of uninterrupted wrestling). See the difference between the Rock/Austin era and today's, kids.
Rock and Austin singing Margaritaville
The Rock Concert I and II in Sacremento and Atlanta on Austin and Goldberg
Austin driving in the Zamboni
Austin bringing in the beer truck
Jericho's debut against the Rock in Aug '99
Stephanie getting beat by Lita after that horrible 5 month reign in 2000
Eddie vs The Rock in July 2002
Austin vs Benoit/Jericho in 2001
Worst Raws
All of the Raws in 2003 after Backlash '03
Katie Vick(HHH humping mannequins dressed up as Kane)
Mae giving birth to the hand
Hogan not being able to start the motorcycle against Undertaker

Best Raw was when Steve Keirn kicked taker's ass on one of the early raws.
He was wrestling as the jobber Skinner. Nuff said.

I think every RAW from mid/late 1996 till late 2002 was decent if not great. If we're talking matches/moments that stand out as good, I concur with several of those posted, but would like to add...
- Goldust's skits while face during his 2002 run (Crocodile Hunter, Darth Vader, etc)
- Mick Foley vs Terry Funk in a hardcore match for a shot at Steve Austin's title (Funk moonsaults off a balcony but loses)
- RVD and Tommy Dreamer come from the crowd during Lance Storm/Mike Awesome vs Chris Jericho/Kane and form the ECW faction (Which was cool for 10 minutes till Heyman brought out Steph)
- Mick Foley riding a stretcher down the ramp as Mankind
- Cactus Jack makes his WWF debut and beats HHH

No joke - after Cena's appearance, I thought that I had, at most, fifteen minutes of show left - then looked at the clock and it was only nine. Keee-rap. I agree with that, especially the end. Best thing to do would have been to have HHH and HBK stand tall in the ring with Flair and Piper, in a classic moment of superstar greatness. Instead, we get a fat stripper. Thanks, WWE. Best/worse ever was the ECW coming from out of nowhere during the Invasion. It was such a Holy Shit moment, that you didn't know what was going to happen in the next hour. And then it got crushed by them joining with WCW and Steph "owning" ECW.

My absoulute favorite Raw eminated from the Bradley Center in Milwaukee. It was at the height of Austin/McMahon, and Austin was on the warpath with everyone thinking he was going to shoot Vince. Vince gets Mankind for protection (and Mick was GOLD during that night), but chases him off, then Stone Cold wheels Vince out to the ring.
BANG! 3:16 was born on that night. And Vince pissed himself. Good times.
