I hope MITB isn't in the first hour. It always makes the next few matches seem kind of meh by comparison.
I would do 1. Tag Title Match 2. Punk vs. Mysterio 3. Diva Match (If there is one) 4. Triple Threat 5. Edge vs. Jericho 6. Triple H vs. Sheamus 7. MITB 8. McMahon vs. Hart 9. Cena vs. Batista 10.Michaels vs. Taker

It's tough to say. If I were booking it I'd be hella conflicted, cause I'm one of those "the title match should go last" types, yet HBK/Taker would be the match I'd most like to see as the main. I'll say the tag title match goes on first and Cena VS. Batista closes the show.

I think Money in the Bank goes on first, and Cena vs Batista closes the show.

I think Money in the Bank goes on first, and Cena vs Batista closes the show. This, start off hot and end hot.

1. Punk vs. Mysterio 2. Tag titles 3. MitB 4. Triple Threat 5. Divas 6. Edge vs. Jericho 7. Triple H vs. Sheamus 8. McMahon vs. Hart 9. Michaels vs. Taker 10. Cena vs. Batista (They will get a reaction even after the previous match because of who they are)

I know a lot of people don't like it, but I'd definitely have one of the title matches halfway through the show. Having the 3 biggest matches on the card all together at the end of last year really wore the crowd out. I mean, HHH/Orton wasn't a classic but I was there and the crowd were just exhausted by having the 3 big ones at the end. Maybe throw the Divas match on just before the final match to give everyone a chance to have a comfort break and buy some food.

Yeah, the center of the show is up for debate, but I would believe it will start with the yet-to-be-confirmed Rey Mysterio vs. CM Punk, where Punk will rag on the crowd to get them fired up and then end with Batista and Cena,

Open with HHH vs Shaemus. I liked the way Eddie vs Rey opened at WM21. It gave the whole event a feeling of more importance. Maybe even for something different, open with a Edge vs Jericho. (I know that won't be too popular around here)
Definitely close with HBK vs Taker. No Question.

Money in the Bank opens, WWE Championship closes.
As for the World title, that'll be halfway down the show and honestly, it should be.

Close with HBK/Taker. HBK's career transcends the importance of the 2 titles.
Although if either title closes the show, then its a dead giveaway as to who wins the respective match.

I'd say MITB opener, Cena/Batista last. Only way I see Edge/Jericho going on last is if Christian wins MITB and cashes in and wins against Edge at the end... know it won't happen, but I can hope.

1. Punk vs. Mysterio 2. MITB 3. Triple Threat 4. Triple H vs. Sheamus 5. Edge vs. Jericho 6. Tag Title Match 7. McMahon vs. Hart 8. Diva Match 9. Michaels vs. Taker 10. Cena vs. Batista
This way, the first half of the show builds to Edge's win, then cools down with the tag titles, then heats up with Bret/McMahon, then cool down a bit with the Divas before the final two matches.

I dunno how it will go but I know how it should go.
Last match depends on if Shawn is losing OR winning. If Shawn is losing and I heard more rumors that he wants to leave, then this match should be last because Shawn retiring will be the biggest event of the year and must be a wrestlemania moment.
BUT if Shawn is NOT retiring and wins, then the last match should be Batista Vs Cena because they are the men who made this generation and deserve to finish a PPV for their feud.
The first match should be MITB. It is exciting and features lower carders who all want to get over and it will be a good first match so people get excited for the rest of the show because those guys going after something big like bret/Vince would make the audience not pay attention to them in comparision!

If Ric Flair turned down being the last match, Shawn/Taker should do the same and let the titles be important, since they kinda are supposed to be. Mitb/CenaBats
