This starts and ends with Reckless Youth. In the mid to late 90s he was the biggest "free agent" new talent (at least on the internet sites) It seemed every month he was close to signing with one of the big 3 at the time. Then it never happend and Youth had vanished from the scene.

How about Ace Steel? IIRC he was in development with Punk and Colt Cabana, but he was only used on TV as Donald Trump in that Trump vs Rosie crap. I remember thinking that at some point, all three of them would form some sort of stable in WWE.

I remember thinking that at some point, all three of them would form some sort of stable in WWE. Weren't him and Cabana supposed to be the Edgeheads? That would have been great, they would have gotten about 200 times more over than the Majors.

Michael Modest came as close as you can come and NOT make it. I actually feel bad for him because he was pretty good, just peaked in the era. He'd make it today, in the era of smaller wrestlers, which just adds to the "sadness" if you can call it that (he may).
The other one I agree with is Quack. If he were Nigel's size he'd be a world champion.
I think the next one on the list has to be Chris Hero. Why he hasn't been given a shot is beyond me. He has the size, charisma, and move set. Anyone who has spoken 3 words with him knows he loves wrestling and really wants to make it. I think he'd be a very very good talent in TNA or WWE.

His recent rebirth has really given him a superstar look to go along with his talent.

Why would Quack want to wrestle in the WWE or TNA? Money. A good stint in either would provide a little financial security for him and his family... and maybe help CHIKARA out, too.
Mike Modest wrestled in TNA (had one match with Donovan Morgan and some skinny guy with moobs else against LAX) and had a tryout match in the WWE (against Tony "The Shooter" Jones, that was shown in "Beyond The Mat").
Scoot Andrews... that's a name I haven't heard in a while. He would have been a good addition to the undercard in the WWE or the X-Division. But, he did wrestle in the WWE in early 2000.

Quack has been around for ages and I don't remember there ever being interest from TNA or WWE to sign him, but it could also be because he has no interest to work for them with his CHIKARA responsibilities. I'd also agree with Super Dragon.
