The sand is probably unnecessary, as long as you afford them a different outlet besides digging. Still, they are very, very active, especially because your house is not inhospitable enough for them to have to sleep or hide under ground during daylight hours. You'd also have to make sure the house is secure enough so they can't escape (even fennecs bred to be pets would probably still do this, I don't think they "home" like cats and dogs to their natural territory. Or, you could just get a ferret and have less cost hoops and legal restrictions to jump through for your "exotic" fix. They seem to behave similarly. Ferrets are pretty awesome, but fennec foxes are a little more restricted in where they can sneak off to. They can tunnel and dig, but they're not a tube sock made out of meat like ferrets. And bradtherad, I understand. Hell, they're one of my favorite animals.
