While the stalker angle was half-baked at best (even before DDP was revealed as the culprit), who would've made the most sense as the stalker?
As for the choices: Kane and Bearer are both tied to the Undertaker character; Richards had a grudge against Taker for putting the nail in the coffin of the RTC; Vince was the one who recorded the voice and he was allied with Taker's main rival at the time--Austin; Steve Austin was feuding with Taker and had previously messed with Sara.
Im gonna say Stevie Richards. From your plot rundowns he would be the best choice IMHO.
Look at it this way. People are complaining how he is constantly jobbing nowadays. So if he took DDP's place back then and got embarrassed and destroyed he wouldn't be missing out on a whole lot. He hasn't done much of anything since 2001. Except for a handful of crap hardcore title reigns.
At least he would of saved DDP's credibility by taking the fall.
I voted for Richards too. Remember how Taker told him to "stop fighting the good fight and find a good woman"? He could've taken that advice and got back at Taker.

I was perfectly OK with DDP being the stalker. He had main-event chops and could have had a great feud with Taker if the WWF hadn't been hellbent on making all the WCW guys look like dog crap.

It would've been less retarded if they didn't later have him become "obsessed" with Sara. There were also rumors of the WWF bringing Kimberly in, which might've made it clear that DDP didn't want to screw Sara, he just wanted to get into Taker's head.
I still would've had Richards be the culprit, though. He was a great heel during this time period, and stalking a man's wife would've added even more heat to him. Granted, Taker would've squashed him, but at least Richards would've gotten a PPV match out of it.

I don't think anyone would've minded if Taker had a one-sided feud with Buff.
I'd like to vote "other," because DDP's unmasking was a good moment and added a lot of juice to the story, but the handling of the rest of the feud leads me to vote for Richards, because of the reasons everyone has already mentioned.
Speaking of DDP, though, has anyone made an animated gif of him unmasking? I always liked the way he yanked the mask off and the crazy look on his face.
Maybe Stevie could've hired muscle (not Kronik) to help him in the feud. Maybe someone like Albert (he was stuck in the craptastic X-Factor at the time).
On another note, the WWF could've saved DDP's career if, after KOTR, he had revealed that he wasn't the real stalker and had only came out a week before in order to get Taker's attention. Then the real stalker could've been revealed.

I like the idea of having DDP as a plant for the REAL stalker so here's my version.
Steven Richards takes DDP's place only for Raven to reveal himself as the real stalker as he is able to manipulate Stevie into doing is dirty work for him.
