I'm guessing because WM9 had a number of WrestleCrap alumni's in attendence that caused it's induction. Inducting a "bad" event won't work because half of the PPVs the WWE's put on in the last three years fall under that.
It has to be something "WrestleCrappy" about it, like Jake Roberts using a snake as a penis at Heroes of Wrestling.

I'm guessing because WM9 had a number of WrestleCrap alumni's in attendence that caused it's induction. While G.A.B 91 didn't have as many alumni as Wrestlemania 9, it still had Oz, Big Josh, and Blackblood.

GAB 91 is certainly wrestlecrap worthy. Here are the matches:
*=Wrestlecrap Induction **=Should be Inducted
1. Beautiful Bobby Eaton & PN News* beat TV champ "Stunning" Steve Austin & Terrence Taylor* in 6:18.
2. The Diamond Studd pinned Z-Man in 6:57.
3. Ron Simmons pinned Oz* in 7:56.
4. Richard Morton* pinned Robert Gibson in 17:21.
5. The Young Pistols & "The Natural" Dustin Rhodes beat Six man tag team champs the Fabulous Freebirds & Badstreet in 17:03.
6. Yellow Dog** beat Johnny B. Badd* by DQ in 6:01.
7. Big Josh* pinned Black Blood* in 5:40 in a lumberjack match.
8. El Gigante* pinned One Man Gang in 6:14.
9. Nikita Koloff beat Sting in 11:39 ("Russian chain match")
10. U.S. champ "The Total Package" Lex Luger pinned Barry Windham in 12:25 to win the vacant WCW world title.
11. Rick Steiner & Missy Hyatt beat Arn Anderson & Paul E. Dangerously in 2:08.
Not to mention that the Flair getting fired a couple of weeks ago totally put a dark cloud over the entire show.
Yea, if this isn't a wrestlecrap PPV, I don't know what is.

Who the hell were the Young Pistols?
HAHAHAHA
I followed WCW at that time, but I don't remember the name.
That is seriously the cheesiest, stupidest, lamest name for a tag team ever. hahahaha... young pistols, oh man.
It's just so... corny!

Steve Armstrong and Tracey Smothers were the Young Pistols.
Before that, for a brief period in WCW, they were known as the Wild Eyed Southern Boys.
