I know he probably doesn't count under the parameters of the thread, but I can't exclude Bobby Heenan. He's the funniest guy in the business in my opinion.

Yeah, if we're talking worldwide, it has to be Kikuzawa, aka Kikutaro aka Ebessan. He's the top comedy wrestler in the world because that's what he's basically devoted his life to.
Search "kikutaro" on Youtube and become a believer. His match with Sonjay Dutt is hilarious, for instance.
Angle during his early 2000's run is a solid 2nd place, then there's everyone else, including the likes of Kikutaro's sometime-partner-in-crime Kuishinbo Kamen and Boom Boom Colt Cabana Scotty Goldman. Kenny Omega is also an up-and-comer in the comedy department, he's done some very funny stuff.
For unintentional humor, it's a tie between Sid and "Big" Dave Batista.

Big Show, Edge, Foley, Jericho, CM Punk, Chris Hero, etc are a few people off of the top of my head who make me laugh more. Rock was funny, definitely, especially as a heel, but not my brand of comedy as much as some of these others.
When he's being candid outside of wrestling, Orton is surprisingly funny.

Steve Austin was hilarious, he'd mock everybody. But not in a sense to show them up - just to rile up his opponent more.

Oh, I've picked up a half dozen Shimmer titles (on the cheap!) off of the Ring of Honor site, and none disappoint.

Chris Jericho would be second. When Roddy Piper was on he'd be third. Kurt Angle is fourth.
You've got to consider Bobby Heenan though in my opinion, and if you do, then he beats the Rock by a mile... No one was funnier than the Brain.
