Billy Gunn without a doubt. He received a little push (having a match with The Rock at Summerslam) but he was then dropped to the tag scene again in September.

The problem with Shamrock's KOTR victory was that the PPV was overshadowed by the Hell in the Cell and First Blood Matches. Shamrock's win became an afterthought to the PPV.

I'm actually a Billy Gunn fan, but his King of the Ring sucked.
Although fun fact: Even with all this hatred for him, he's still better than Road, X-Pac, and Chyna.

At least Billy Gunn was a credible mid-card act thanks to DX and The New Age Outlaws. I remember watching KOTR 95 as a little kid and knowing even then that Mabel was a horrible pick to be crowned KOTR. Yes, he got a title shot out of it at SummerSlam that year, but all in all, he's one of the LEAST credible guys to win the tournament period. In the grand scheme of wrestling, Billy Gunn contributed much more and will be remembered by many, many more people than Mabel. If not for the Outlaws/DX, then for Chucky & Billy. What is Mabel's legacy?

Billy Gunn for two reasons.
1) He didn't accomplish much after winning the tournament (at least Mabel got a title shot).
2) Anytime I hear the phrase, "Billy Gunn is a former King of the Ring", I laugh my ass off (no pun intended)!

Adam Gutchschmidt said it best for his review for KOTR 1999. He said that with Mabel, at least he had trash thrown at him by fans, with Gunn, fans just stood in silence. Even I remember being so shocked at Gunn winning the KOTR tournament when I first watched that event and I was still a bit of a mark then. That was the worst move ever. X-Pac was a better choice in my opinion considering he made it to the finals.

Has to be Billy Gunn.
With the others, they did some stuff with their win. They might have been short lived...but they did attempt to do things related to the fact that they won.
Billy just won and absolutely nothing happened.

I honestly never new Billy won it. That's how impactful his push was. Although, despite the fact that it led to greatness, I thought Lesnar's win was bad seeing as he effectively won only with Heyman's help. Not only that, but that was RVD's uncalled for burial no 1.

I had to vote for William Regal, because at face value, he got the very LEAST from winning King of the Ring. He only got one championship (IC, beating Santino in less than a minute), and even then he had to win a battle royal to earn the chance for the IC Title. I know Mabel's only won a Hardcore Title, but he headlined Summerslam for the WWF Title. Regal didn't even get close to a main event program, save for one brief instance...
Looking back...as mentioned, Mabel got a WWF Title Match at Summerslam, Billy Gunn fought The Rock at that year's Summerslam, and Ken Shamrock went on to win an IC, Tag, and Hardcore title in a calendar year before leaving the WWF on his own terms...it's not necessarily how you do when given the chance (because we all know that Gunn and Mabel crashed and burn), but at least they were given the chance...Regal didn't get much of a chance.
In fact, it reminds me of that really weird time in WWE, around April-May 2008, when Regal would show up as King and as General Manager, and he would just turn the lights on and off at his will. I think it was supposed to lead to a Main Event Program, but he got Wellness'd out of it. At one point, Cena got involved when Mickie James' family was going to be thrown out of a live Raw at Regal's behest. This is about as big of a push as this dude got while King, and it lasted about 4 episodes of Raw, from April 28th to May 19th of 2008. During said program, he feuded with Ken Kennedy, and eventually lost and got suspended for 60 days. If he got a push there, maybe wouldn't be the least successful.
As it stands, Regal is pretty much the least successful...ironic, considering he's my favorite wrestler of the names mentioned in the poll.
