What's the scale? Since one was not supplied, I'll create my own.
On a scale of one to Tony Danza, it's somewhere around a Bronson Pinchot.

I don't know why but I thought there was more guys on the roster. What was the size of the roster at it's largest?
Also, my rankings and ratings are as follows;
Alberto Del Rio 10/10 Dashing Cody Rhodes 9/10 Edge 8/10 Drew McIntyre 8/10 Dolph Ziggler 8/10 Everyone else. 7 and below/10, I guess.

You forgot Christian. He may be injured but he's still on the roster.
Still, 17 active male wrestlers on SmackDown is unsatisfactory to say the least. We're talking ECW 2007 levels here.

Edge - 7 Kane - 6 Rey Mysterio (possibly injured) - 6 Big Show - 8 Alberto Del Rio - 8 Jack Swagger - 6 Dolph Ziggler - 9 Kofi Kingston - 7 Dashing Cody Rhodes - 8 Drew McIntyre - 4 Chris Masters - 6 Ezekiel Jackson (Yet to debut) - 4
Tyler Reks JTG Curt Hawkins Trent Barreta Chavo Guerrero Hornswoggle Swagger Soaring Eagle Finlay (Semi-retired)
I don't really feel I can rate any of these guys because they're either not being rated on the same aspects, Horny and the Eagle, or I just haven't seen enough of them to pass judgement.

And yet despite this, they still can't find the time to use Curt Hawkins or Trent Barreta on Smackdown.

Is it really any wonder so many guys who've been on Smackdown this year have apparently asked for their own releases? The show is sinking into a mire of apathy, and nearly everyone feels like they're slowly stagnating away.

Some RAW guys really need to be dumped onto Smackdown.

You hang out with Chris Masters for an extended period of time and let's see how you feel.

I give it a C+
The midcard is pretty good, but the main event scene needs a lot of help.

Another bad thing is the face to heel ratio. Smackdown only has 6 faces right now, 7 when Big Zeke arives.

I personally don't think the size of the roster matters so much as the quality of the in-ring talent and the creative storylines/pushes that get said talent over.

Edge - Sucks now...worst main eventer in WWE Since his achilles injury he's pretty shot.
Kane - Good promos and potential for great angles, but his matches tend to be boring at best.
Rey Mysterio (possibly injured) - He's still really good, but too much 619, the story of his matches are always him trying to hit the 619.
Big Show - His comedy bits are grating, all he does is come out and make bad jokes and squash talented heels.
Alberto Del Rio - My favorite performer on Smackdown, hell in the entire WWE. The Total Package, OWUFFF!!
Jack Swagger - Really good worker, has a goofy charisma about him but is booked like a loser on the mic and in the ring.
Dolph Ziggler - Future main eventer, despite the name. Superior in-ring competitor with an urgency that most WWE wrestlers lack.
Kofi Kingston - Has some of the most exciting matches in WWE. His leaping ability is ridiculous, and there's always some innovative exchanges no matter who he's in the ring with.
Dashing Cody Rhodes - Love the gimmick, love the wrestler. Cody has tons of personality and an old school presence in the ring that reminds me of Ric Flair in a way.
Drew McIntyre - I'm actually high on McIntyre, I enjoy that he looks like he's actually trying to hurt his opponent. He's not full of charisma but he works as a psycho heel.
Tyler Reks - Well, he's much better now than he was as the surfer dude.
Chris Masters - Needs a push, he's good enough and seems to understand how to work babyface, which SD has none of.
JTG - He stinks, lol. The gimmick is stupid, and he doesn't impress me at all as a wrestler. Just a couple of flashy moves, nothing more.
Curt Hawkins - I've heard good things I gotta check out Superstars
Trent Barreta - ^
Chavo Guerrero - He's in the right spot, lower card heel, enhancement talent. A capable worker but not interesting or intimidating in the least.

I love how Smackdown always gets the shaft when it comes to in ring talent. It doesn't pay to not be Vinny Mac's marquee show.

Edge: 6/10 He can still go in the ring but I've just found his whole character and personality to be boring in recent weeks. I actually wouldn't be too fussed if he retired.
Kane: 6/10 I did enjoy him during the 'Taker feud but creative unsurprisingly dropped the ball and destroyed his character during the Edge feud.
Rey Mysterio: 4/10 I don't like him. He's still capable of having decent matches but seriously, how many times has he beaten Del Rio now? Del Rio must be like 1-4 against Rey. Just don't like how he steamrolls everybody and I hate his offensive moves.
Big Show: 5/10 Hate his current character with his crappy jokes.
Alberto Del Rio 8/10 Good in the ring, good charcter and he's just fun.
Jack Swagger: 7/10 Love watching him wrestle but he really needs to go back to goofy Swagger. SSE was a step in the right direction but creative dropped the ball again.
Dolph Ziggler: 8/10 Great matches week in week out. He's awesome.
Kofi Kingston: 6/10 I just don't like him. No character at all and I just don't like his offence. He seems like a hyperactive kid when he's bouncing around, it's a bit too much imo. I don't mind high-flyers but Kofi is just annoying with it. Does he really need to leap into the air to deliver a chop to the chest?
Dashing Cody Rhodes: 8/10 I've become a fan. He plays his gimic perfectly.
Drew McIntyre: 6/10 I just find him boring. I like how he uses the ring for offence though.
Tyler Reks: 7/10 I like him, decent in the ring, athletic, has got a mean look and an awesome finisher.
Chris Masters: 6/10 He's a bit bland but has improved.
JTG: 7/10 He's an entertaining face with a unique moveset.
Curt Hawkins: 8/10 He's an entertaining heel and has got a unique move set. Better in the ring than JTG so he Edges ahead.
Trent Barreta: 8/10 He's an entertaining face and has got a unique moveset.
Ezekiel Jackson: 3/10 A boring, generic hoss.
Hornswoggle: 0/10 Hate him
Swagger Soaring Eagle: 4/10 would have been an 8 if still with Swagger.
Finlay: 6/10 decent in the ring but a bit boring.
