What gets me is a guy like Luke Gallows or Vance Archer get's released because creative can't think of any ideas for them. But Curt Hawkins and Tyler Reks both remain hired, despite the fact that they spent the better part of 2009 and 2010 respectively, doing nothing.
And before anyone says they were back in FCW, why didn't they just do that with Gallows or Archer instead of releasing them? Especially when a guy like Archer has a far greater upside than Reks, at least in my opinion.

It's mostly just an excuse..i can see something like that happening rarely,they think a guy doesn't suit the style the company is shooting for right that minute and can't see a way to work him in..but not as much as it's used no..but it's like 75% excuse.

The most plausible answer is the one people have suggested: it's a way of just saying the guy doesn't really fit into their plans.
The problem there is that except for a few exceptions, the WWE doesn't plan things out very far in advance.
So, there's two possibilities I can think of: Either they DO make long-term plans but change them every five seconds, and yet still judge everyone based on the plans they have now. Or, the ones firing and hiring people are not the ones doing the booking, and the two groups barely even communicate.
Either way, it's an enormous management problem. The right hand never knows what the left is doing. It's really kind of appalling how poorly the WWE is run.

Creative has nothing for anyone right now save Cena, Miz, Rey, and del Rio. Everyone else is just there. I don't expect things to improve until Vince is out of the picture, at which point Triple H will take over and almost certainly get rid of the writers and end this futile quest for mainstream acceptance. Do you really think Triple H would change the direction of the company radically? Maybe not radically, but I definitely get the impression that his idea of what wrestling should be is very different from Vince's and Stephanie's. At the very least, he strikes me as a guy who won't want to deal with writers and the likes of Kevin Dunn.

I'd be seriously skeptical that HHH would completely change the way they run the show when/if he becomes in charge. Besides, it's still going to be Stephanie's company.
