If I may offer my own theory. The schoolgirl look offers two obvious aspects:

A: The classic disrobing appeal (removal of glasses, unbuttoning of shirts, letting hair down, etc).

B: There's a forbidden fruit aspect to girls/ladies dressed in essentially orthodox or "official" clothes. I think the idea of ravaging, dirtying, undressing a woman who's supposed to act and dress in a proper or uniform way is a huge turn on for a lot of guys.

Plus there's a visual aesthetic with the clothing that just works for certain people.
