Based on first wikipedia sentences alone....
Carlos Ray "Chuck" Norris is an American martial artist and actor.
Steven Frederic Seagal is an American action film actor, producer, writer, martial artist, guitarist and a reserve deputy sheriff
Segal definitely sounds more awesome, but I have no clue about martial arts prowess. They both have pretty legitimate backgrounds. It's too hard to find a serious breakdown of this question online, since it all devolves into the stupid Chuck Norris facts and Segal being ridiculous in his own right.
For what its worth you do tend to hear more stories about Segal having his arrogance come back and bite him in the ass than Norris.

Norris actually competed and won a long string of bouts. Seagal, from what I can tell, was an instructor but never competed in bouts. Have to give the edge in an actual fight to the guy who's fought in that sort of environment.

Seagal is in worse shape, plus I have my doubts as to how effective Aikido would be in a real situation.
Saying that though, Seagal might have Anderson Silva with him....
