Here's a list of the Royal Rumble winners since it began to carry the WrestleMania shot stipulation, as well as whether or not they won at the show itself - left out Ric Flair for obvious reasons.
Yokozuna - Won. Bret Hart - Won. Lex Luger - Lost. Shawn Michaels - Lost. Shawn Michaels - Won. Steve Austin - Didn't get the shot. Steve Austin - Won. Vince McMahon - Didn't get the shot. The Rock - Lost. Steve Austin - Won. Triple H - Won. Brock Lesnar - Won. Chris Benoit - Won. Batista - Won. Rey Mysterio - Won. The Undertaker - Won. John Cena - Lost. Randy Orton - Lost. Edge - Lost.
As it stands, counting Austin and McMahon, the Rumble winner has roughly a 58% rate of success at WrestleMania. A win this year will make 60%, while a loss will make it 55%.

Don't count Hogan for that.
Sure he got the title shot that year, but it wasn't because of his Rumble win. That rule didn't come into play until 1993, when Yoko won.
The year after Flair won the title in the Rumble, and WWF decided "Hmm, that worked. Let's do something to make the Rumble seem more important all the time."

Poor Lex Yeah. With the exception of Lex, every single person listed eventually went on to win a WWF/E or World Heavyweight Championship (I know Lex won the WCW Championship, but I mean during their WWF/E careers). Even Vince.
