The man was so over that during the height of Hulkamania and the Attitude Era, Hogan and Austin were only compared to his insane amounts of popularity. Do you think if Rover returned it would incite a new WWE boom period?

Rover can't work for shit any more, in fact he made Hogan look like Eddie Guerrero as it was.
Honestly ever since Rover moved over and let Jimi take over he was never the same.
The return would get a pop, but he'd probably just get fed to Cena anyway.
