Yes, and even after Eve clearly stated that it wouldn't be Kharma. And with Kharma supposedly being at Extreme Rules, I guess they wanted another feud before Kharma vs Eve and Kharma vs Beth.

Kharma is meant to be a big monster heel of the division.
She has been away for ages, and her last appearance was vaguely facey in attacking Cole.
Having her show up, get cheered, kill two heels, and win a title sends the message she is a face.
Instead, returning Layla takes titles from supposedly departing Bellas, then gets crushed after being all try hardy and cute.
Kharma is a big old monster bitch and people want Beth back, forgetting she was a heel, and thus she returns as a face.
Big diva battle runs through the summer.
Money may or may not be made.

Kharma was always more of a grey zone character than anything else, as her two most recent appearences (Royal Rumble and her pregnancy announcement) treated her more as a face (She eliminated Hunico and Implant Bustered Ziggler at the Rumble and cut a face promo to announce her leaving and was interrupted by the Bellas, which ended in Kharma hoping the Bellas would still be in the WWE when she returned so she could squash them). |

Kharma was trending in the UK for quite a while before that thanks to it being leaked on twitter that Beth wasn't going to be wrestling.
From the Rumble, the reaction to her pregnancy announcement and the Kharma chants even before that, I think the crowd have already decided she's a face. Rumble confirmed that as far as booking goes I think.
