Was it true that HHH would open RAW and cut promos talking about great he was. Was it also true that he grabbed a chair to put in the middle of the ring for his promos that would go on for about 30 mins?

It's a bit of an exaggeration. Most RAW's from that time period would open would HHH and Flair, or Evolution cutting a promo about whatever storyline was going on at the moment. Sometimes they would get kind of lengthy but usually no longer than 20 minutes or so. I don't remember HHH ever sitting in a chair in the middle of the ring and talking about how great he was for 30 minutes, but it may have happened once.

Not every week, but there was indeed a Raw where he pulled up a chair in the middle of the ring and cut the most boring 30+ minute promo in the universe, which started with him going off on some tangent about Terri Schiavo.

I hate those types of promos.
"but you're suppose to! it's a classic heel tactic to get you to hate the guy." Piss on you, Strawman. They're the reason I didn't watch Raw from 02-04 and why I don't watch now. I have video games, alcohol and porn. As far as I'm concerned WWE is competing with those things for my attention and 20+ minute promos by Wrestlers and announcers I don't like aren't cutting it.

LOL. Do you know the date of this episode? Not sure of the exact date, but it was during the buildup to WM21, so Feb-Mar 2005. I remember him comparing Schiavo to Batista, saying that although it's difficult, Batista needed to be put down.

The was a the time when Triple H came to the ring, set up a chair and then produced a mannequin who he then proceeded to have a long conversation with about how great he was.

I remember for a certain period he would every week cut a promo letting us know that he has beaten them all.

Yes, pretty much every week for a several year period Triple H did cut 20+ minute long promos in the ring to open the show. There was two times he sat down even. Then he'd usually have a decent lengthed segment in the middle of the show, and be the show wrapper too. So overall his total screen time clocked in at around an hour+ each week of a two hour long show.
I wasn't as big of a hater as some of the man but good god, most of those opening promos were as interesting as dirt.

Well, it wasn't just HHH. I seem to remember a RAW where Jericho and Kevin Nash had a really boring 20 minute brawl around the arena that sent viewers to use their remote controls en masse.

Yeah, while the message to each of his opponents may have differed slightly, it was the usual from him.
"I'm the only Diamond in this business" "I'm that damn good" *Opponent comes out and puts over Triple H some more* *Triple H insults opponent and continues to put himself over while Ric Flair acts like he's the funniest guy ever.* *Opponent takes it on the chin and JR talks about how awesome Triple H is as a wrestler and much better he is than this.*
