The baldness has been a trademark of Steve Austin for a long time now. There probably wouldn't be a reason for him to grow his hair back, though it would be on him and I highly doubt it. However, seeing pics of him in WCW and ECW when he had hair seems weird.
I know that if I see a picture of him when he was one half of the Hollywood Blondes or even just "Stunning" Steve Austin (In his singles role), the only thing that could make me recognize him is if I take a closer look at his face and recognize his facial structure. He did have facial hair even in his WCW days and I could somewhat recognize him then. However, when I watched some clips of him from ECW, his hair was really long and while I can say that his "Superstar" character was kind of precursor to his "Stone Cold" character, it still seemed weird seeing him with hair. Of course, he later shaved it, though it was more of a buzzcut rather than fully bald like we all know it as.
If anybody watched Steve Austin from earlier in his career, did it seem weird when he shaved it but got used to it after a while?

Partly because short hair/bald Austin was how I saw him first, but the earlier looks seemed like a prequel movie or flashback episode where the hair looked really weird on them.

I think the short hair look was pretty good for Austin (at least at the time), it's only the clean shaven, long blonde hair look that just looks really bizarre. Good Bad I can't find a pic, but I thought his crewcut look he sported briefly in ECW was pretty cool.

His hairline was receding and it was starting to thin up top so I don't imagine he could grow it back at this point.

Ya, the shorter 1994 looked really good - he was still "stunning" and "hollywood" but he was starting to act a little angrier and tougher around that time too, there was an edge to the character. I think he would have gotten a main event run with that character if Hogan didn't show up and change everything around. Austin was already starting to call out Ric Flair during interviews then.

I never saw him with long hair until after his rise to fame. So while it did look strange at first, he did look pretty cool with long hair.
