I said No.
Outside of a handful of good matches, being a founding member of the nWo, and ending Goldberg's streak... He hasn't done anything noteworthy. Being Triple H and HBK's buddy though, he'll get in no matter what.

Champion in both WWF and WCW when it actuallu mattered. I'd say he qualifies.

I'm not trying to be an ass, mind you, just explaining my rationale. His first WCW World Title win came at the hands of ending Goldberg's streak While memorable for that, this also resulted in the Fingerpoke of Doom. This reign also lasted for about one week. His second reign came when he beat DDP to end his first world title reign. No arguments here. His third reign came when he awards himself the world title. Really? I wasn't watching WCW at this point. Probably for the best. He also lost the title to Sid in a handicap match... in the same episode. His fourth reign came when he beat Jarrett and Steiner in a triple threat match. No arguments here and he gave the title to Ric Flair... only for him to lose it in the same episode. WCW was a mess at this point. His sole WWE title reign almost caused the company to go bankrupt. He had roughly two or three good matches during the whole year. I won't argue that out any further. No issues with his WCW tag team title reigns or his WWF tag team title reigns. Most of his world title reigns were a joke at best, in my opinion.
