Mauser looks like a guy you could have a beer with after a long day of work. Harris just looks humorless and acts like he hates his job and life itself. If you're not down with Harris, I've got six words for you: {Spoiler}MOVE IT, MOVE IT, MOVE IIIIIT!

Harris, because he was told to be one by Commissioner Harris (who wanted Harris to make life miserable for the cadets in order to make them quit).
Mauser was a douche, but he seemed like a pretty good cop. He was a commandant and his academy looked quite professional and well run.

His academy was like a military school, rather than a police academy.

The guy who played Mauser fell off a ladder and injured his back. He was intended to serve the antagonist role if the series continued, but due to the injury, they brought back Harris.
And while I think Harris is much more memorable, seeing as he was in the two movies I liked the most (1 and 4), I think Mauser was a much bigger piece of s***. Even Harris in the original movie at least seemed to be shocked by Copeland's racism and even so, he was just a hard-nosed captain. Mauser was just petty simply to further his status, something they recycled for Harris in the later movies.
On top of that, the later movies are just too tame with some of their jokes. The first movie had a couple good ones, but I think it peaked with the second movie and dropped off after the fourth one. Harris getting stuck in the horse's ass was funny although it's all implied humor instead of anything we actually see (thankfully) as opposed to my favorite prank where Mauser washes his hair with superglue, a joke that continues to be funny well after it's over. Whether it was the fact that he marched out in the street bare-assed with his hands glued on his head or the fact he spends the rest of the movie with an absurd wig as well as hairy palms which Mahoney insinuates he masturbates too much, it's a gag that just kept rolling with the laughs. Harris' later gags are pretty dumb, whether it's having a dog hump his leg or birds poop on him...yawn.

Mauser. There isn't a single redeeming feature about him. Harris shows some respect for the other characters on occasion, albeit grudgingly.
