for whatever reason the WWE seems to be dragging their feet about signing him or sending him to developmental
it's possible that he gets passed over like Austin Aries and so many other indie favorites
should he consider signing with Impact Wrestling for the t.v. exposure and getting to that next level, if WWE looks out of the question
or should he return to the indies

If WWE flat out tells him no, then sure. I think, however, that he should just wait it out and wait for the E' to give him a clear answer as to whether or not they are going to sign him.

So you want another Desmond Wolfe situation? TNA quickly hiring someone that WWE passed over for medical reasons only to have said reason be the thing that ultimately released from the company?
And as far as everything is going, it's a few hurdles in the WWE screening process that is stalling Hero's contract from being official. Daniel Bryan went through the same thing.

If he can't go to WWE for whatever reason, yes sure.
If he passes on a chance at WWE to go to TNA, then he should look at what happened to Samoa Joe's career compared to CM Punk and Daniel Bryan.

I'd wait till WWE says no.
Signing with TNA when WWE is still an option is like choosing to eat out of a dumpster when they just put a steak in front of you.

depends on what the reason is for him not signing with WWE. If it's something medical, I'd say stay on the indies/Japan, to, like as previously stated, to avoid a Desmond Wolfe repeat. If WWE just passes on him due to personal preferences of WWE, then sure, why not. He's such a no-brainer for a big company, IMO.

I don't think he'd really consider it, 'E or not. He could probably make more money on the indies than he would in TNA if he isn't given any kind of contract of set TV time.

With TNA, if you get on TV I think it's a great opportunity. If you don't, from what I've seen, it may not be worth the hassle just because it interferes so much with working in the indies.

TNA seems like a great choice for guys who were brought up in the E but didn't get a fair shake, or for more unknown guys to get that exposure and try to build a reputation. It seems more hit and miss for guys who already have a large Indy following, though.

If he doesn't get signed to WWE then yes TNA is the number two company and it is great tv exposure but I would prefer him and Aries as well to be in the WWE especially now with new youth movement going on.
