Back in the day, you'd often see the ruthless heel get the upper hand and completely destroy his opponent ... only to grab the guy by the hair at the 2-count and lift him so his shoulders came off the canvas. That would end the pinfall attempt, and the heel would then really beat down the poor sap (usually a jobber).
If it was a really bad baddie like Abdullah the Butcher or the Masked Superstar the the ensuing beatdown was vicious enough, it would really draw some heat.
You don't seem to see that anymore, or at least I can't recall any instances off the top of my head at the moment.
Wonder why no one does this anymore.

That was a great way to get heat. Refuse to pin a guy and put him out of his misery by lifting him up at 2 and pounding on him some more.
Even better, occasionally you could stage an upset where the underdog face pulls a fluke win out of the air after a pull-up at 2, while the audience eats it up. Then, you've set up a match for next week when the enraged heel vows to get revenge on the face.
I think the reason its not done anymore is the reason wrestling is in the slump its been in for years: The major shows are scripted by professional TV writers who have no clue as to how to get heat, and don't even think that's important.

Brodus Clay was doing this on Superstars and mentioned it in his vignettes about the guy being destroyed but still being able to hear the ref counting, so when he lifted the guy's head up, he knew his last hope of surviving was gone and Brodus was about to murder him.

There have been matches, though, in which the heel did this once too many times and the ref ended up disqualifying him. That, too, could be a set-up for a feud - I could see Ziggler trying this and getting burned this way.

A number of heels would do this on WWF television circa 1992. Vince would scream 'Ahhhhgggh come on, referee!!!!'
In fact, I can't remember who, but I'm sure they did an angle where someone was disqualified for repeatedly picking up an opponent midway through a pin.

You need to have jobber matches for this to happen. That's why it doesn't happen. If you have some midcard face pulled up at 2 just to get buried worse, that doesn't do alot for him, no?

This happened to Dino Bravo during the angle where Ronnie Garvin was a referee who didn't take no guff.

I always wondered why they didn't just pin their opponent and then brutalize them at their leisure. The outcome of a match can get reversed should a wrestler ignore the call of a bell.

Well, as mentioned already in this thread you can get DQ'ed for constantly picking your opponent up before the 3 as well. It's just one of those wacky wrestling things that you don't question I guess
