Are women as cruel as men?

I recently read or heard something to the effect of, if you put the women in charge war and other terrible things would end.

Aren't lots of women as cruel, greedy and powerhungry as any man?

Not meant to bash women, I'm genuinely curious.

Sort of, they're certainly capable of great cruelty but on the whole way more men tend to commit the worst crimes (war crimes, serial killings, lone gunman style massacres).

However on a smaller scale I think women are crueller especially at school age, men are usually done after a fight but women can keep up campaigns of sustained bullying for years and drop each other as friends for the slightest reasons.

Considering that we really haven't had many female dominated governments yet to gauge against the multitude of male-dominated ones in history, it's tough to say.

On personal levels, though? Of course people of both genders can be just as cruel, manipulative, or whatever as people in the other.
