From what I've seen, he hasn't been that good a heel. Unless he's insulting the local city or ripping into a legend in his own hometown, he can hardly seem to actually get heat. And this is why it's time to start going directly after individual fans. Get people legit tossed out of the arena on the flimsiest pretense. Call Child Protective services on parents who bring kids to a show that "glorifies violence and sexually exploits women". Make otherwise innocent fans feel some real life pain to whatever extent he can legally get away with.

I think part of the reason it's so hard for heels to get real heat now is because with kayfabe dead, everybody knows the heels are no real threat to them. That the heel isn't "really" a bad guy IRL (at worst, they might be an anti-social jerkass). It seems like the only way left to get the fans to hate you (aside from a RL being whiny attention whore like Matt Hardy) is to actually do something directly to them.

That's because Punk is a "cool heel" that fans like to cheer for. No one should be a heel that people like to cheer for. The point of being a bad guy is that people root against you.

So he's going the "YOUR LOCAL SPORTS TEAM SUCKS BOO HISS" heat that any idiot with a microphone could use.

A good heel should make people want to boo them, regardless of what the audience might have felt before. It's not the easiest thing in the world to do, but if you're really great then you should be able to make it work. This applies to Chris Jericho earlier this year as well.

I don't find anything interesting about him at all. Nothing Punk does makes me as a fan look forward to an episode of Raw. Come to think of it...none of WWE's heels do that for me.
I think they're all pretty lame. I'm not impressed at all by someone acting cocky or spewing lame insults at the crowd. That takes absolutely no talent at all. Any goofball can stand in front of a crowd and say they're better than them, the local sports team sucks or the city sucks.
No effort on writers part is the major problem with them to me. I can't think of one heel (Punk included) that makes me want to see them get theirs.

as weird as it may sound, ever since he's gotten more and more away from Cena the turn has been doing better. I hated mocking King's heart attack, but that aside he's doing better with Ryback because Punk makes a good chickens*** heel. And this isn't me being Anti-Cena. It's just that Punk's points have some merit going up against Cena. And he HAS beaten Cena clean. With Ryback, he's constantly taken short cuts or been helped out, which helps Ryback get steam. Now the problem that rears its head is that they have to start building up to Punk/Rock. Last year I feel Cena's feud with Kane was hurt by the timing because the booking felt like "Oh s***, Cena is fighting Rocky next month... we can't have him and Kane still feuding". While they could probably get a bit more time out of The Shield, Smackdown and the 2 upcoming tapings kind of indicate they've moved on. every win against Cena has involved some cheap tactic or the match ending prematurely.

The problem for heels in today's wrestling scene is that it's hard to get heat because if you are too good at your job, you won't get booed. With Punk, he has to go to old school heeling tactics because the smarks aren't going to boo him but everyone else will. So instead of dropping pipbombs that 10% of the crowd would get, he go to the "Your city sucks" route.

He really is trying.
Some nights he finds it, but oftentimes he feels very stale. The angle's just goofy. Were it to have occured naturally, it would make tons more sense and his dialog would by way better.
