If the WWF completely ripped off the gimmick or at least a solid answer to the NWA, who could be in it?
If the WWF had a heel champion that wasn't Randy Savage, I could see Ted Dibiase in the Flair role, Greg Valentine as the enforcer, and maybe the Hart Foundation as the tag team.
What do you think, and who would be your picks?

DiBiase and the Hart Foundation sound pretty good. I'm not a big fan of that part of Valentine's career though and would prefer someone else. Not sure who would fit the bill though. Heel Bossman maybe? Or what about this have Neidhart be the enforcer then transition the Hart Foundation into a Hart/Hennig tag team

if we're rewriting history anyway you have Roddy Piper as your leader, Bob Orton as your technical guy, Don Muraco as the enforcer and someone like a Brutus Beefcake who was still young and green. that's your 1986 version and then you can work from there with people leaving.

I could see a crew of Hacksaw Duggan, Jake Roberts, Butch Reed and Junkyard Dog, all dedicated to ensuring that the likes of Hulk Hogan and Randy Savage never get anywhere near Harley Race's WWF World Title.

Naitch = Terry Taylor (controversial choice, since I don't remember much mic work, but he wasn't a bad wrestler...I'd take a big gamble and push him as an arrogant Hollywood heel)
Ole = Dino Bravo (I know Ole was never much of Flair's #1 guy, but he was probably the most experienced as was Dino of this group)
Arn = Greg Valentine (keep the Dream Team going and have them join forces with Terry and Dino)
Tully= Brutus Beefcake (before he was the barber, he wasn't a bad heel)

I'd choose early-mid 1989 with Ted DiBiase (needing something new) Mr. Perfect (shortly after his debut) Strike Force (heel turn)

JYD was a beloved babyface, Roberts was always GREAT as a mysterious loner...the Hacksaws aren't bad choices, but Duggan came in in 87 IIRC

Looking at the roster that WWF had in 1986, I think the most applicable to what they had at the time would look definitely have Roddy Piper as the lead Ric Flair type guy. I think your IC title holder, the Luger/Windham of the group is Paul Orndorf.
Although they don't really fit the clean cut, slick look of the four horsemen group, I think the Arn/Ole of the group has to be Terry Funk and Dory Funk Jr. If this is to happen, Dory stays Dory, no Hoss Funk BS. You'd also have to play up the fact that they're not just dirty Texan brawlers, and that they're skilled mat technicians with proven success in pro wrestling.
If not the Funks, there's always the Hart Foundation but I don't see them fitting as well.
Granted, this is the 86 version. I think with a stronger roster a couple years later, it would work better.
Ideally, I see it being DiBiase as the leader, Rude as the mid card title holder, and a Curt Hennig/Terry Taylor tag team. A few things would have to change though. DiBiase and Taylor would probably play more to their UWF heel personas mostly. Rick Rude probably wouldn't change a whole lot. Not sure if Hennig becomes Mr. Perfect though. I don't think it would be a stretch to sell Hennig as more of an ass kicker like Arn Anderson while Taylor is the Tully Blanchard of the group.
Overall, I just don't see this group lasting too long. I still see the Mega Powers happening and the massive push for Randy Savage. In the NWA, you didn't really have any other heels on the Horsemen/Flair level. I don't think it could work in the WWF either.

I don't know if there was a time when all of them were on the roster together, but here's what i would do: First, we need an enforcer. Since Arn is my single most favorite pro wrestler EVER, this is the hardest pick. I'd like to see JAKE ROBERTS in that spot. It's kind of a a strech because picturing Jake as a #2 guy under any circumstances (or as a team player to begin with) is a little difficult, but I think if anyone could pull it off it would be him. Granted, he's nowhere near Arn in-ring-wise, but matches him promo-wise. Both of them were capable of delivering promos that were both absolutely eloquent and highly intimidating at the same time. Jake's look matched the enforcer character, you wouldn't DARE to mess with him. Also, if put in a tag team, you could work around his debatable wrestling skills by giving him a flawless technician as a partner (Arn was always the kick-ass type in his tag teams anyway). Here's where we find our "Tully" - CURT HENNIG. Flamboyant, louth-mouthed, greasy - but man, he could back it up. Also, whereas Arn was always a little to loyal to be seen as the guy that would try and reach for the stars himself, you could always picture Tully as a backstabber even to Flair if it would benefit him. He KNEW he was good. Just picture Hennig in a nice suit, pretty girl at his side, smirking arrogantly at his opponents, and tell me he couldn't pull that off. Next we gotta pick our forth guy. I'm not sure if I'd rather see a protégé type like Barry or an experienced guy like Ole - if I'd pick the latter, I'd put HARLEY RACE in. I mean; a little bit older, a little bit meaner, a little more ruthless - who else but Harley? Especially promo-wise, he was easily at least as good as Ole was. Also, TED DIBIASE comes to mind; he was built similar to Ole (always looked more like a brawler than anything else). Since he was a hell of a worker and a few years younger than Harley, he would've surely added in-ring quality to the group. It's a little bit harder to find a matching "Barry" for my group, but I could see a young BRET HART in that role, as in "he's just to damn fine to play second fiddle forever". Now, I really don't like the Horsemen incarnations with a muscle as the forth guy, but if I HAD to do it this way, I'd probably pick DAN SPIVEY to fill the spot. Or maybe BAM BAM BIGELOW, but his unique look is a bit of a problem here. We'd have to give him a hat or something; his tattoo-filled skull doesn't particularly scream "Horsemen style" somehow... And finally (and at the same time maybe the most controversial decision), I would give RANDY SAVAGE Ric's spot. Only guy on the roster who was all-around good enough to match someone like Flair both inside and outside the squared circle; hell, he even looked nice in colorful robes. Also, he'd bring ELIZABETH as a valet which would add class to the group. Oh, and BOBBY HEENAN in JJ's spot is kind of a no-brainer, I guess. tl;dr: My WWF Horsemen Centerpiece: Randy Savage Enforcer: Jake Roberts Heir apparent: Curt Hennig Protégé: Bret Hart OR Badass Backbone: Harley Race / Ted DiBiase OR Muscle: Dan Spivey / Bam Bam Bigelow Manager: Bobby Heenan Valet: Miss Elizabeth
