Anyone that has worked for The Joker. If he kills Bob, what chance does anyone else have? To be fair, they've tried to explain this a few times in the comics with a few different explanations for a few different type of people. One of them being that, typically, the Joker doesn't care about the spoils of his plans. So, if you manage to live, you're set for life. Another was that, if you managed to live, your stock in the crime world sky rocketed by being associated with him. And, with some they've implied it's better to take your chances with somebody like the Joker at your side than try to go it alone & possibly run into Batman. Another theory was that the Joker's got the rockstar/cult leader effect on alot of people. They know he's dangerous and destructive, both to himself and those around him. But he's so charming, so charismatic, and always looking for a good, and wild, time that you can swept up into it. It's worth noting that, in general, the average criminal in Gotham isn't that intelligent either.

Yeah, to be fair, if they were actually smart, they wouldn't be criminals in the first place. Yeah, I mean, seriously. Gotham might be one of the worst cities in the DC universe to be a criminal in. It might not have as many metas as some other cities, but it's crawling to the brim with heroes. The Bat Family alone makes up practically a small army. And yet it's still not as insane to be a villain there than it is to be a villain in New York City in the Marvel Universe. Here's a random one (that may have been answered in the series but I don't remember): Why did Shego continue to stick with Dr. Drakken after all his plans went awry?
