It seems like heels are inherrently more interesting since their characters by nature are flawed and allowed more depth. Rarely though some wrestlers just play better faces. It is a pretty short list though. Some I can think of...
Hulk Hogan Sting Bill Goldberg Ricky Steamboat (by default) Ultimate Warrior (by default)

I gotta go with 'Taker. People just don't want to boo the guy, and I get the impression he doesn't want to actually be the bad guy. Usually when he's the heel, he's put through some really stupid angles where his acting is really bad. (Yes, even dumber than the 1994 disappearance.)
When he's the good guy, he's more natural and confident. There's a better flow with his promos.

I did kind of love him in the Ministry of Darkness though.

You really think "Thanks for the warmup/Basketballs don't hold grudges/Come this Sunday I'll be taking it back" Batista was better than sunglasses and earring-wearing "Duct tape?!?!" Douchetista? You may be the first person I've ever seen say such a thing.

Booker T. Whether it was with Harlem Heat, post-Invasion, or King Bookah.
He's just too damn likable.

I think face Daniel Bryan is a more interesting wrestler. Though his character has been better as a heel.

Mysterio. Not a particularly big fan of his, but I can't really see him pulling off the heel role very well.

most of them. Flaws are only interesting when they're something to overcome. Heels give into their flaws

HBK. He was a really good heel, especially in late '97-'98, but his babyface work is the stuff of legend. Especially his 2002-retirement run.

I hated the new DX, but he made me laugh a couple times. "I speak jive." Also his Shane-O-Mac! So good. Viscera Kane Undertaker Sting John Morrison (I miss Miz and Morrison so much, you guys)

Christian.
A likeable underdog who can be funny (for WWE babyface standards at least) as a face. An obnoxious whiner as a heel.

Cena to me a lot of his heel stuff feels forced

Big Show. He's been turning so much in his career that I'm not sure people can take him seriously as a heel anymore. I'd just have him in a role similar to Kane now - a guy who just kicks ass and smiles. Cena to me a lot of his heel stuff feels forced So does his face stuff. Hey-o!

Razor Ramon, his character once he turned face was just too good to not like.

Mick Foley
His heel runs were okay, but he's just much more interesting and entertaining as a face.
