what would have happened if (somehow) neither Ricky Steamboat nor Rick Rude would have returned to WCW in October/November 1991 (Rude as Paul E's mysterious Halloween Phantom, Steamboat as Dustin's partner against the villainous Enforcers)?
The Dangerous Alliance wouldn't have had it's diamond piece in Rick Rude
Ricky Steamboat couldn't have delivered ****+ (mostly fabulous tag team) matches in spades during 1992
a longer Sting vs. Luger feud? longer Luger vs. Rick Steiner feud (ugh)? Steve Austin getting an even bigger push (Rude's spot in the DA)? Bobby Eaton still a meaningless midcard face? Tom Zenk or Brad Armstrong as Dustin Rhodes' tag partner? Diamond Studd or Vinnie Vegas getting more prominent roles?

Lex Luger was already finished with the company and was waiting for his contract to expire. He put over Sting on his way out. His turning heel at GAB 91 and the constant Flair chants during his matches led to a horrendous world title run at a horrendous time in WCW. (I know because I watched every minute of WCW from 1989 until 1992).
Hall was already out the door and Nash did not have the skills to get a push then.
Brad Armstrong would NEVER have gotten a push, no matter what, and Zenk was already close to a jobber.
The Dangerous Alliance would have had another center piece, and maybe they would have brought someone else in. With Watts taking control, maybe he would have pushed for Flair to return earlier? I just dont think any free agents at that time could have filled Rude's roll and Sting would have feuded with Barbarian or Butch Reed or something. The ONLY thing I could see is Scott Steiner turning then and taking the spot, but he had no interest in not teaming with Rick.
Eaton would have still teamed with Arn, as they were best friends.
Steamboat's spot is easier to fill. I mean that Bill Watts would have put Junkyard Dog or possibly Steve Williams in that US/TV title spot. Definitly would not have been as good for fans, but Watts would have been happy.
Either way as someone who watched WCW every show in that era, Rick Rude and Rickey Steamboat were the happiest moments for me with the company since Steve Austin had joined and won the TV title in May or June. It was a rough time to be a fan.

Watts didn't become GM until at least six months later.
At this point someone like Vader would have become the centerpiece of the Dangerous Alliance.
Dusty might have come back to team with Dustin. Or they might have put in Bill Kazmeir. Possibly Marcus Alexander Bagwell

And Ricky Steamboats run when Watts took control, the 1992 matches as was mentioned by the original poster. I was thinking long term on both Rude and Steamboat as well as short term. Kazmier was already basically done by that time.
