I'm only basing this on the 90s animated show.
A main thread throughout the show is Rogue lamenting her inability to touch people while she develops a relationship with Gambit.
Early on in the series we are introduced to the nation of Genocia where mutants were forced into slave labor and were kept under control with collars that blocked their mutant powers.
How come they never tried to use that technology to give Rogue a device that could turn her powers on and off whenever she wanted?

I wondered that when I first watched it. I think even in the comics, they've had that device. There was an episode where she was about to go through a mutant-to human process secretly created by Apocalypse using a disguise. At the end, she decides she has to accept who she is. I guess that doesn't mean you can't feel bad about it.
Gambit could've smuggled it off Genosha. She goes we can't touch, he takes it out and says sure we can, chere.

I remember reading a fan fiction, pretty good one too, that had her use a genoshian device.
I do wonder if her other powers would be effected by it. There's the whole "not embracing who you are" aspect of it, I suppose, but then Nightcrawler used to use Tony Stark's image producer to look like a normal human when he went out in public and no one was bothered by that.

If I remember the comics (which I mean, wikipedia) correctly there was a period where Rogue's sapping powers were deactivated for a bit. So she and Gambit left for a little bit to... explore this fact.

There was a similar device in the Wolverine and the X-Men show but it wasn't healthy to wear it for too long. Maybe that explanation can be used for the collar on X-Men.

When she steals somones powers she also takes a piece of their mind. Those fragments are locked away by her power. When her power is deactivated those memories can come crashing back in and cripple her mentally.
The best example of this is when the X-Men first encounter Genosha. She and Wolverine are captured and their powers neutralized. Carol Danvers (Ms. Marvel) personality completely takes over and even when Rogues powers are returned Danvers personality takes over from time to time, till it was exorcised by the Siege Perilous.

moot point now, she has full control of her power. the writers finally realized they'd wrung all the drama out of that plot point several years ago and finally let her develop a bit.
mind, that development involved the idea of pairing her with Magneto so it wasn't completely a great idea, but they can't all be winners.
