I have heard of this before with some movies. It was mentioned just this morning that in one person's opinion the first half of Stripes was the best.
I remember movie reviews from years past that movies like Howard The Duck was at the very least decent for the first half. Same goes for High School High.
Personally from the movies I have seen, Men At Work is one of these films, where it just started to drag on after the first half.
On the other hand, there could be films that started out slow and picked up in the second half.
What are some good examples?

Step Brothers is brilliant for the first half then they couldn't figure out how to end it.

Hunger Games
I really liked the first half with the build up, But once the Games actually begin it kind of falls flat for me.

Controversial, but in my opinion, Frankenstein. The first half is great, but once the Monster escapes and Frankenstein is dealing with his wedding then it goes a bit flat.

Not half but the last 3rd of Anchorman isn't really funny. Perhaps it's following a really funny 2/3 but mostly forgettable.

That's what I thought when I first watched From Dusk 'Till Dawn, but I've come to appreciate that movie for what it is.
In some ways I think that about Ocean's 12. I thought the set-up seemed like the movie might go somewhere, but it never really does.
I agree that the first part of Full Metal Jacket is much better than the second half, though the second half is still good.

Back to the Future Part 2 was okay for the first half, dragged on a lot 'till it entered the second half and the only thing that saves that is when he goes back to the 1950s and watched himself from the first movie.
Kill Bill as well. Considering it was suppose to be one big movie. Number 2 was terrible compared to the first one, hardly had any action in it.
From Dusk 'Till Dawn had a slow beginning when I first watched it, but it grew on me.

It wasn't bad but Skyfall really sort of just turns into a different, not as good movie, once they go back to London.
