I mean, theoretically, I don't think there's anything legally stopping them from inducting anyone they want, be it Macho Man, Sammartino, Owen, Warrior, whoever. They're just trying to do the right thing by the families so it doesn't become a publicity black eye.

I'd imagine that that's not true. People have a right for their likeness not to be used for commercial purposes without their consent (called personality or publicity rights). Since WWE is a commercial company, and since the HOF is part of the wrestlemania promotion, I'd imagine that there are definitely legal restrictions to being able to use people without their consent. I'd think that just because someone once worked for a company doesn't mean the company has the right to do anything they want to with their name and image in the future, even if they can use the footage they own as much as they want.
