And don't even bring up Rock all of a sudden writing scribble on his wrists because that's not his thing AT ALL. Almost 300 promos and I've never seen such thing on his wrists or anywhere before. He's The Rock! On top of all that they mentioned that promo once after that and that was that. I had no idea where they were going for there. Seemed pretty obvious that they were trying to give Cena more material by intentionally making the Rock look bad, which made both guys look worse. Cena really never had anything to say to the Rock other than "you aren't here!" so they made the Rock hold back and make himself look bad to make it look more even.

Yeah, after "Fruity Pebbles" there really wasn't much for Cena to respond with so I wasn't surprised that they tried so hard to make it even for Cena. Also, I felt like this at the time but was "You're not here!" even a relevant argument since Cena is always about "giving the young guys a chance"? I don't understand why Cena wanted Rock to stay when it would've just left the main event with one less spot anyway.

I really don't understand this whole "WWE made Rock hold back" garbage.
It's wrestling. Both guys were put over the other in different segments. There was no mass conspiracy to convince people to like Cena. It was just a wrestling angle where both guys got their jabs in and looked relatively even for the match. What would Rock really say anyway that he didn't? He pretty much said everything he could as well.

They could have played up what he said the second promo more, how he was angry at Cena for saying he didn't care about the business the way they played up Cena's complaining that he was there and Rock wasn't. It would have made for a much more interesting angle if they focused on that instead of wardrobe color.
