Huh only two WHC changes on Raw. I swear it was more. Lots on Smackdown I know for sure.

I forgot Rey won the title. I still think he was supposed to win the night of the tourney but they ran out of time and pushed it back to the next show, making it less than a day rather than 1 week.

That makes the most sense. Having John Cena face another super baby face, after he wrestled that same night, just seemed odd.

That 2001-2006 period of no changes on RAW is why I stopped buying into WWE/World Title matches on TV. In that same time period, I believe Smackdown had only Lesnar beating Angle in the Iron Man Match and the battle royal for the vacant WHT won by Kurt Angle.

4 1/2 years without a change on TV, and the change that was made was only made because RVD is shitty with directions.

There were some pretty long reigns during that period, so it's not like the title was changing hands on PPV all the time.
The Reign of Terror, JBL's long reign, Batista and Cena after Mania 21 come to mind.

14. Randy Orton def. Triple H, John Cena and Big Show: WWE Championship Fatal 4-Way Match (June 15, 2009)
I don't even remember this match...kinda tells you how bland the product was during those years

As many changes as there were in 1999, there were so many people that were on fire that its like they had to put the belt on everyone. Anyone could have been the champion because the "caliber" of wrestlers was that high, or atleast thats how they build them up. You had Stone Cold, The Rock, Mankind's underdog/never give up ways, and then the deadman.
As a kid growing up I never knew who was going to win because so many people were equal/had their strengths.
Man...I miss being a kid and watching wrestling.

Man, did the title change hands on TV a lot in 1999. The title changed hands a lot around that time period. More than half of this list is from '99 to '01.

Cena, Triple H, Orton, JeriShow, HBK, Legacy. That in addition to mostly crappy guest hosts. Bleurgh.

The title didn't actually change hands in #16. It changed from "Vacant" to "Rey Mysterio", I guess?

Really can't remember 8 at all, did Kurt win the title on Smackdown then? The only PPV in that time was Invasion and obviously he didn't win it there!
