Why not WWE? Sure, they could just sign the indy/foreign stars they want (aka as they're doing), but couldn't this be beneficial to the WWE in some way?

They could co-promote a major japanese only pay per view that could be released on dvd later like those old england or australia shows.

The rest of american promotions are too small in comparison to WWE, and WWE's name is well known around the world. Co-promoting with TNA, ROH or CHIKARA would only benefit those promotions, and would probably cost WWE a few costumers.
Co-promoting some shows in Japan with NJPW could help them in that market, but at the same time they would have to do some shows in America due to New Japan's interest in the American market, and I don't think it's in their best interest to expose their audience to a product that's on par, if not better, than theirs.

Like it was said before, all indys nowadays are way too small and to most people in the world it would be a WWE show filled with no name jobbers.
