So how come Commissioner Gordon hasn't figured out Batman's identity when Alfred always answers the Batphone? And why are the Gotham police force so inept that they can't do anything without Batman and Robin?

Was there an episode in which Wayne and Grason were out on a camping trip, and the police tried to solve the case themselves at first?
As inept as the police force, same thing with the bad guys, why didn't they have guns? The last resort at the end is get into a fist fight with Batman and Robin, after their overelaborate bat traps don't works, let's duke it out without weapons. Yeah that will work.
Speaking of which, a parody of the old show. Hillarous

He used Bat-hypnotism to make Gordon forget.

world's greatest detective, my ass
how can you solve a riddle with an answer of "a sparrow with a machine gun" but you do not know Catwoman and Ms. Kitka are the same person?

And why are the Gotham police force so inept that they can't do anything without Batman and Robin? My theories... 1- Gordon knows that Batman is Bruce Wayne, but keeps it quiet publically. 2- The Gotham PD handle most crimes off-screen. The TV series only covers their activities when Batman helps them with supervillains.

The 60s Batman was so silly and campy, so where did the dark and brooding "Dark Knight" anti-hero version we see in modern times come from?

The 60s Batman was so silly and campy, so where did the dark and brooding "Dark Knight" anti-hero version we see in modern times come from? Frank Miller and Tim Burton. Or More specifically, His (Miller's) portrayal of Batman in the Seminal Work "The Dark Knight Returns" and The First 2 Batman Movies. Other portrayals have actually mostly built on those versions, as well as the GOLDEN Age Version that was more "Film Noir" than "Superhero".
