The "Who jumped HBK?" thread got me thinking. Back in 1999, Shawn Michaels was doing his commissioner role and had some appearances here and there. He wasn't back full-time and had appearances to "set up" matches on the card or to even be a guest referee in a match on Raw (Particularly when Shawn and Shane were both refs in a match with Triple H and Mankind to see who gets the shot at the title at Summerslam that year).
After Summerslam, Shawn made an appearance on Smackdown (Probably one of his very few appearances on that show ever). It was the first episode of Smackdown (Not counting the pilot that was shown in late April of that year). I remember that Shawn reffed the match with Triple H and The Rock. Shawn Michaels gave The Rock the SCM towards the end and then Triple H gave Rock the Pedigree for the win. I remember Shane McMahon coming out and at the end of the show, Triple H, Shawn Michaels, Chyna and Shane McMahon raised each other's arms, probably to be a new stable.
Except Shawn never appeared again after that until May the following year and fans cheered for him acting like his heel turn never happened. Funny thing though, Shawn Michaels appeared again in May of that year to referee yet another match with Triple H and The Rock, but it was at Judgment Day.
So was there any thought put into Shawn's heel turn? It looked like a new heel stable coming up. The original DX with Shane McMahon as well. I only heard the name somewhere, so I used it for the subject title. After that, it's like it didn't happen. Not to mention DX reuniting, but as heels and totally different from how DX was before.

I always assumed they had plans but he kept ruining them by being high/unreliable.

Their thought process probably went as follows. 1. Book the Rock vs Triple H 2. Shenanigans to ensure Triple H victory. 3. 4. Profit!!! Although, I always think it's interesting when a turn happens and then doesn't happen.
