I really thought it might have ended up being Kofi, too. Having them face off in some sort of gimmick match at Extreme Rules after Punk retained through Mania would be a huge shocker, and a great way to finally elevate Kofi. Having Rock win it just annoys me though, especially since he's just going to give Cena his win back now.

The Rock was the best option of who they have.
And how cool must it have been for Punk to get to work with Rock? They must really trust the guy to put him in a one on one match with him on a major pay per view.

Cena, and storyline wise it would have made sense. Cena had lost to Punk at Money in the Bank 2011, SummerSlam 2011, SummerSlam 2012, and Survivor Series 2012, and they had the draw at Night of Champions. Storyline wise it would have made sense to see Cena be the one to end Punk's reign at Mania, and finally get a ppv win over Punk.

The smart move for "business"? The Rock.
But I'm fine with the Rock winning, I enjoyed the Cena/Rock feud last year and the match had a really epic feel to it. So I look forward to the rematch.

Assuming appropriate long-term build, I would have gone with Bryan or Ryback at Mania. I'm still not a fan of Ryback, but he's over as hell and is on the short list of guys who'd work as a new babyface champion. In a somewhat distant third place, Cena at Mania, just to wrap up the feud.
Under no circumstances would I put the strap on a "celebrity appearance" guy. No Rock, no Brock. Short-term profit generated by these faux "returns" is far less important than establishing guys who will headline the company for years to come (and, y'know, actually work the house shows).

Ryback or Cena. Both of whom make sense. For Ryback to come that close and not get his own "If the Shield interferes you LOSE" match is ridiculous.

No. Just no. It should have been The Undertaker at Wrestlemania. He wins the title, says he ended Punk's streak, and now he's ending the other one by retiring and forfeiting the title, leading to a big tournament that you can use to build up a couple of guys. that is massively disrespectful to the title and to the fans I think
