I think its safe to say that the majority of this board was not happy with Rock being the one to end it.
In all seriousness, I'm asking for legit, non-jokey answers. WHO SHOULD HAVE ENDED THE REIGN?

Yeah, I gotta say Ryback. He was screwed over so many times, so it's kind of a shame he wasn't the one who got put over.
But I really don't have a major issue with Rock having the title, but just for story purposes, Ryback made a ton more sense.

If I was a fantasy booker, I would have held off Ryback completely until Wrestlemania. I know Cena was banged up in the fall, but there had to have been someone else that could have been a stop gap (like Kofi). That's what I loved about Goldberg's reign in WCW. Took about nine months to build, but when he got the title match, he won it. No screwy finish. Just a clean win.

I'd honestly be ok with only one changed result out of the Rumble, and that's Rock/Punk.
It also achieves the same endgame I see being the most likely possibility for WM overall, Cena leaving as champion......without The Rock having to be involved. Hell...have Rock involved in a Triple Threat (Have him win some #1 Contenders Elimination Chamber or something).

It's weird. A lot of guys like Cody Rhodes, Dolph Ziggler, Daniel Bryan, R-Truth, and Mark Henry come to mind. All of those, outside of Henry, would require seriously building them, so it's not "lol 434 days ended by a midcarder!?". The WHC throws a wrench in it too, since that title scene is pretty much made up of pseudo-main eventers and Randy Orton. Ryback is in the ballpark but not really ready for it, they skipped a few chapters with him and he's kind of langushing now.
I think the problem is that WWE finds it more profitable to pay big names from past eras to draw a huge buyrate, instead of get behind the wrestlers they've got and maybe draw a smaller number, but lay groundwork for the future. They might be right, I don't know anything about their accounting books. As a fan, I don't like it at all.

No. Just no. It should have been The Undertaker at Wrestlemania. He wins the title, says he ended Punk's streak, and now he's ending the other one by retiring and forfeiting the title, leading to a big tournament that you can use to build up a couple of guys.
