1. Bruno Sammartino 2. Hulk Hogan 3. Stone Cold Steve Austin 4. The Rock (wins over Hogan, Austin and Cena all at Wrestlemania) 5. Andre the Giant 6. John Cena 7. The Undertaker 8. Triple H 9. Bob Backlund 10. The Ultimate Warrior (didn't have much longevity but literally NO ONE was ever able to defeat him cleanly)
Current:

Kayfabe history, as in looking at their kayfabe accomplishments, or as in how WWE would rank its own top 10? Because if it's how WWE would do it, it would probably go:
1. The Rock 2. The Undertaker 3. John Cena 4. HHH 5. Stone Cold Steve Austin 6. Andre the Giant 7. Shawn Michaels 8. Ric Flair 9. Bret Hart 10. CM Punk
and that list just made me throw up in my mouth a little, I think.

Perhaps he should be higher. Then again, Austin beat Rock so many times i would still rank him higher than Rock. Austin also achieved clean wins over Taker which was a rarity. I also wouldn't know where to put Andre on the list. I almost think he should be number 1, but then the Hulkster beat him and numerous, well tons of others so maybe he should be number 1.

I think if we're talking kayfabe toughness Brock Lesnar absolutely deserves a place in the discussion.

It would probably be something like this:
1. Bruno Sammartino 2. Bob Backlund 3. Andre the Giant 4. Hulk Hogan 5. Ultimate Warrior 6. The Undertaker 7. Shawn Michaels 8. Steve Austin 9. Cena 10. CM Punk
Hard to judge and rank based on 'kayfabe' but these guys either had long title reigns and didn't lose much. You could also include Goldberg (didn't lose much) or Lesnar (didn't lose much). The biggest drawback for The Rock is that he lost a lot of big matches, though this is true of Cena too, but Cena has had a longer period of being a top guy.

That's true about Rock, which is why it was tough to rank him. He's a little low because he was the clear #2 in his era, and he did his fair share of jobbing in the main even scene. As for Andre, he was tough too because he went from unstoppable to JTTS, and his JTTS period is more famous because he didn't do much of note before 1987.

Andre was never a jobber to the stars. I think of a Jobber to the Stars as someone like Koko B. Ware. He got to beat jobbers, got to have an entrance and a character, got interviews, but when he faced another superstar he generally lost. In kayfabe, Andre the Giant had never been beaten in 15 years until Hulk Hogan beat him at WrestleMania III. This wasn't true, but most of the fans didn't know that. Other than Hogan, he put over Warrior at live events. I believe he put over Randy Savage on some live events too. Still, he wasn't a jobber to the stars.

(I don't include Bruno Sammartino because I believe that he would just, kayfabe wise, be outclassed by these guys. Plus, I never cared for him.)

My guess if WWE was to put out a kayfabe top 10 of all time:
1. Stone Cold Steve Austin 2. The Rock 3. John Cena 4. Andre The Giant 5. The Undertaker 6. Triple H 7. Shawn Michaels 8. Bret Hart 9. Macho Man Randy Savage 10. Hulk Hogan (he'd be much higher if he was on better terms with WWE)
