Probably Cena. I had an idea that Nash might appear a few years ago. I even wondered if Kharma might show up last year. I had an idea Edge might return three years ago.
I never thought Cena would return when he did.
Other big surprises: Rob Van Dam the year Orton won.

Jericho, then Cena. The difference for me is the fact that Jericho came out 2nd and lasted forever after a six month break. Cena was kind of an exclamation point on that Rumble while Jericho was an opening statement so that kinda shocked me.

Leading into that Rumble, WWE aired hype promos on TV saying that Goldust, Godfather, Val Venis, and Mr. Perfect would be returning at the Rumble. Not only that, but on the actual PPV they aired clips of all or most of the participants and it included clips of Mr. Perfect.

Jericho was perfect not only because it was a big surprise, but because it was something that fit perfectly in continuity and the storyline and seemed like it could have been planned months prior, which is rare enough in WWE that it constitutes a surprise on its own.

John Cenas return in 08 was the biggest shock moment in the last 10 years IMO , Bookers return 2 years ago had me pretty shocked, tied with Nash's return
