There's a few good choices in there, particularly Blackman and Lumley. Not too sure about Sue Perkins and Miranda Hart, though. Love the mention of Sheridan Smith in John Simm's place, even though it'd mean not having her as the wonderful Lucie Miller.
As an extra bit of trivia, Doctor Who Magazine did a similar idea back in August '98. Since I have all my old DWMs lying about, here are their picks:

I know she's done other roles, but if I watched the series and she was the lead as The Doctor, I wouldn't be able to get her role as Queen Elizabeth in Blackadder out of my head.

If you count comedy sketches then Joanna Lumley did get to play the doctor briefly. ;D

I personally think it's perfect and I really wish I could get my hands on the complete DVDs from this alternate universe. I think the twists and turns, the emotion would all be just as amazing if that were the case and in some instances, i.e The 10th Doctors farewell to Rose, I think it could have been really groundbreaking and amazing.

Fun! I love genderswap in general, whether it's just with one character or flipping the genders of a whole cast and seeing what results. Sometimes a story wouldn't change all that much for having the reversal (something like Harry Potter comes to mind... I can't see it being much different at all), but other times it results in something really fascinating.

If you count comedy sketches then Joanna Lumley did get to play the doctor briefly. ;D (Skip to 18:00) I've come to realise that the weirdest thing about Curse is how much of the future it actually predicted. - The Ninth Doctor played it mainly straight, but despite not being as happy as some, was still a lot lighter and jokier than people seem to remember. - Then the Tenth Doctor is brash, overly confident in his own abilities in a way that backfires spectacularly, and widely renowned as being the sexiest of the new bunch. - Then the Eleventh seems a lot more awkward than the last two, and despite being a really good actor, is basically reduced to one joke and not a particularly good one at that. So who knows, maybe we're heading for a Grant and a Lumley? I wouldn't mind seeing Hugh Grant reprise the role. After all, when it comes to battling unfathomably evil monsters trying to control the world, Murdoch is scarier than the Daleks any day!

Speaking of Lumley, I find it funny that the article somewhat conveniently ignores Sapphire & Steel as well as the Curse of Fatal Death.
