Yes.....Possibly with less of an "On Rails" idea, and Here's an Idea, Either On the 3DS using the AR Technology or using the Wii U TouchPad as a Camera.

Pointing the WiiU controller at the TV for a Pokemon Snap game makes way too much sense.

yeah Wii-U pokemon snap is all pretty much all i've seen on face since the controller was revealed

Oh, they totally need to make one for Wii U with the controller. It's crazy how Nintendoland looks when you go into 1st person view and move the camera by moving the gamepad around, all while pressing the trigger buttons to shift your viewing perspective even more. It's immersive as hell.
Maybe they can keep the main game on-rails with some unlockable free range levels or something. I liked how the on-rails-ness made it tense at times, but there's also potential in some walkaround levels, too.
