Most recently he cast Don Johnson in Django Unchained (and Kevin Costner, but he dropped out), and he's brought slightly washed up actors back into the spotlight before, so who should Quentin put in his next movie?

Does Ray Nicolette appear in any more Elmore Leonard novels after Rum Punch and Out of Sight? Then Tarantino should do another with him. How about Val Kilmer or Wesley Snipes?

I'd be down with Val Kilmer. I'd like to see him have a comeback. Val Kilmer did play 'the Mentor' (Elvis) in True Romance, but that was directed by Tony Scott (written by Quentin). Michael Keaton appeared in Jackie Brown with Tarantino. I'd like for Keaton to have a comeback, so I'd be all for Quentin working with him again. Michael Keaton was the voice of Ken in Toy Story 3. That's really the last big thing I know that he's done.

Harrison Ford
He has had a string of okay to bad movies, in fact I think the last "great" movie he had was Air Force One.
If Tarantino wanted to grapple a film noir project, I think Ford would be the perfect candidate in that department.

After having seen Dark Skies, I'm going to say Keri Russell. Not that her career is dead or anything, but when she's willing to commit so much to a throwaway role like that and come out of it looking good, she's clearly got the talent for a bigger project.
