I say indie, but if you want to include foreign guys as well then go ahead. I figure I'd try to focus on indie though as with WWE's quota on Asian wrestlers I figured they'd dominate the discussion otherwise.
What made me think of this topic was a match I was watching earlier today: Thumbtack Jack vs. Danny Havoc. Havoc has come a long way since he started and definitely built up some muscle. Still, I think he has a look of a guy WWE would just never sign.
Also, I'll throw in the disclaimer that WWE could always of course sign any of them and they have signed guys that it seems like they otherwise never would.

I think if Steen lost some weight and learned how to consistently cut a promo without the word f*** in it he'd be fine

Especially if he loses some weight and puts on muscle. Even if he didn't I wouldn't be surprised if they'll sign him and then try to cut the weight off/put muscle on him during developmental and either cut him or push him depending on the results.

thing with Steen is he may not want to because of how much he worries about leaving his wife and kid for a couple days
Thing is, I don't blame Quack for having that bad blood. Same with Masada (who used to get a lot of looks back in the day from WWE).
Sadly, after Colt's run, I don't think WWE would look at any comedy characters

I've seen some interviews with him lately where he has talked about trying to get into shape and basically how much WWE could improve the quality of life for him and his family ultimately.
